Shenyang Tiexi New Area

Shenyang is the heavy industrial base in China. Shenyang Tiexi New Area is composed of Tiexi District and the Shenyang Economic & Techno­logical Development Zone. Teixi District was used to be an industrial center in Shenyang as well as one of the largest heavy industrial dis­tricts in China. The Shenyang Economic & Tech­nological Development Zone was founded in 1988, and approved to be a National Economic & Technological Development Zone by the State Council in April 1993, which meant that the Zone was entitled to enjoy the preferential policies offered to the development zones in other coastal and open cities. For further develop­ment, the Communist Party Shenyang Commit­tee and Shenyang Municipal Government de­cided to set up Shenyang New Area in June 2002, combining Tiexi District and the Shenyang Economic & Technological Development Zone together and reinforcing the overall strength of the area.

Tiexi New Area is located on the west of Shenyang, covering an area of 74sqkm with a population of 850,000. An "S" shaped area con­necting the old Tiexi District and the Shenyang Economic & Technological Development Zone is now called Tiexi Industrial Belt, which covers an area of 54sqkm. After so many years of de­velopment, Shenyang established a very solid foundation for equipment manufacturing indus­try with a favorable advantage for further open-ing-up, and Tiexi District and the Shenyang Economic & Technological Development Zone became the backstay for the industrial devel­opment of the whole city. Over 60% of the in­dustrial assets, 62% of the industrial output, 66% the industrial profit and tax income for the city all come from this area, where 75% large and medium size SOEs are stationed. Tiexi District has now become a industrial district focusing on machinery industry, with a full set of over 40 industries comprising the electronics, metallur­gical industry, chemical industry, textile indus­try and pharmaceutical industry. Economic & Technological Development Zone has already acquired splendid city functions with a management & service mechanism in line with the international investment customs, where foreign investors from over 40 countries and regions have set up their businesses, including 43 multinationals, among which 19 are World Top 500 Companies. After the unification of the two and the reallocation of combined resources, the remnant assets and human resource re­serves would be liquidized, differential ground rent and preferential policies advantages be reactivated, the ability to raise capital be strengthened, which would further enhance the comprehensive strength and economical influ­ence.

The future of Tiexi New Area (Tiexi Industrial Belt) will highlight the equipment manufactur­ing industry and its city functions, and four func­tional districts from the east to west will come into place. One is a modern commerce, trade, living and service district and another is a mod­ern commerce, trade, living and service design­ing district, in which no more new industrial en­terprises will be established and those already existing ones will be gradually transferred to the equipment manufacturing district through indus­trial restructuring program. The Shenyang Eco­nomic & Technological Development Zone will mainly focus on equipment manufacturing, where eight industrial parks will be set up, in­cluding heavy machinery manufacturing indus­trial park, general equipment manufacturing in­dustrial park, NC machine tool industrial park, space and new materials manufacturing indus­trial park, automobile parts and moulds manu­facturing industrial park and so on. The other district is retained for equipment manufacturing development in west. The Future New Tiexi Area (Tiexi Industrial Belt) will display five character­istics: great industry, great logistics, great envi­ronment, great culture and great commerce & trade.

Based on this vision, the Communist Party Com­mittee Shenyang and the municipal government set up a benchmark for the area, that is to build up its image within one year, make big changes within 3 years and produce great development within 5 years, under which, all the existing en­terprises in the modern commerce, trade, living and service district will be dismantled and moved out in 2 to 3 years, all the existing enter­prises in the modern commerce, trade, living and service designing district will be dismantled and moved out in 3 to 5 years, leaving enough space for the construction of a multi-functional modern commerce, trade, living and service district and the transfer from traditional industry to equipment manufacturing industry will be com­pleted.
