The Hunnan New District

The Hunnan New District was established in Oct. 2001 on the basis of Shenyang National New and High-tech Industrial Development Zone, which was set up in May, 1988 and was approved to be a national level development zone by the State Council in Mar. 2001 . For the time being, only 17 square kilometers of land is completed in terms of construction in the dis­trict, but a industrial development framework has already come into shape, focusing on electronic information, advanced manufacturing technol­ogy, new materials, and bio-pharmaceutical in­dustry.

The new district is located in the southern part of Shenyang, covering an area of 120.6 square kilometers with a population of 100, 000. Hav­ing 5 towns and 33 villages under its jurisdic­tion, the new district is expected to be divided into three areas, one town and one belt, which consists of new and high-tech industrial area, high class CBD center, high quality residential center, university town for higher education and a sight-seeing tourism belt. Ever since its establishment, the Shenyang National New and High-tech Industrial Devel­opment Zone has maintained a steady growth rate for the economic volume. The total tech­nology, industry and trade income grows at 56.4% per year, the average annual industrial output is 75.1%, the annual growth rate of profit and tax is 49.1% and export volume increases 127.6% per year. By 2002, there are about 5,600 enterprises in the Hunnan New District, includ­ing 544 joint ventures. The accumulated capital introduced is RMB28 billion, including USD1.3 billion. In 2002, the total technology, industry and trade income reaches RMB41 billion, an increase of 30.2% compared with last year, GDP reaches RMB7.1 billion, a growth by 22%, tax revenue is RMB2.25 based on a overall statisti­cal criterion, an increase of 47%, actual foreign capital utilized is USD280 million, up 206% com­pared with last year, covering 17% of the total actual foreign capital utilized for the whole city. The export volume reaches USD500 million, an increase of 49%, sharing 35.7% of the total in the city.

By 2005, the new area shall complete a con­struction area of 35 square kilometers and GDP will reach RMB22 billion, fiscal income RMB3.5 billion, foreign capital introduced will be USD800million, the total technology, industry and trade income reach RMB80 billion, 70% of which should come from the sales of new and high-tech products.

Tne New Hunnan Area will strive to develop into a new and modern international area with ex­traordinary attraction and competative ability through big investment strategy, new and high-tech priority strategy, brand oriented stragy, in­ternationalization strategy, talents highland strat­egy while focusing on the integration of sci­ence and techonology, education, finance and trade, living standard and sightseeing, and ad­hering to the principle of high tech, new indus­try, marketization, new system, new taste and new area.
