Shenyang, the capital of Liaoning Province, is located in the south of the Northeast of China. It is the economic, cultural, traffic, financial and trading center in the Northeast region of China, as well as the important industrial city and famous historical and cultural place in China. Shenyang now has jurisdiction over one town, nine districts and three counties, with the area of 13 thousand square kilometers and a total population of 7.2 million.

Over the past 20 years since the Reform and Opening-up, the open economy in Shenyang has been developed rapidly and preliminarily formed the omni-directional, multi-level, wide-ranging pattern of opening to the outside world. At present, Shenyang has established trade partnership with 163 countries and regions, and 79 of them have come to Shenyang to invest. The total import and export value of the whole city is 5.25 billion dollars in 2004, with the export value 2.4 billion dollars, increased by 23.3 percent compared with the same period of last year. Till now newly-approved foreign-investment enterprises totaled 771, utilizing 2.42 billion dollars of foreign capital actually. Newly-approved abroad investment projects totaled 7, with the whole investment of 24.02 million dollars.
